S. 9741. Austin Betters, of Clinton, Mont., the claimant in this case,
was a good soldier and has an honorable military record. He en-
listed August 8, 1862 and served nearly three years as private and
corporal in Company K, Tenth Regiment Vermont Volunteer In-
fantry, being honorably discharged June 16, 1865. He reenlisted
June 17, 1865, as private in Battery E, First Regiment United
States Artillery, and was honorably discharged June 17, 1868. He is
now in receipt of a pension of $12 per month under the service act
of February 6, 1907. He was formerly pensioned under the act of
Jnne 27, 1890, at $8 per month on account of disability from injury
of left shoulder and disease of kidneys.

Claimant is about 66 years of age. He has not been examined by
bureau surgeons since 1894, but medical evidence filed with this com-
mittee is to the effect that he is suffering from varicose veins of both
legs, hemorrhoids, impaired sight and hearing, arterial sclerosis, and
other infirmities incident to advancing years and is no longer able to
earn a support by manual labor. It also appears that he is poor and
without property and with no income except his pension. On ac-
count of soldier's advanced age, his long-continued and honorable
service, his poverty and inability to earn support by manual labor,
your committee recomment increase of pension to $24 per month.
