1863 Report

The NINTH REGIMENT, which had been captured at Harper's Ferry, in September, 1862, was exchanged, January 10, 1863, and was retained at Chicago, guarding a camp of reel prisoners, until the first of April. The regiment was then removed to Fortress Monroe, from thence to Suffolk, Va., from thence to West Point, Va., and is now stationed at Yorktown, Va. This regiment, although not in any engagement during the year, has suffered severely in numbers, as the result of their long detention as prisoners of war. The men became much disheartened, many deserted, and many enlisted in the regular army, under the orders then in force, allowing the regular army to be recruits from the Volunteer regiments. Since their transfer to Virginia, they have been employed in more active service, and are now in very fair condition, though suffering much from sickness, incident to their present location. They have not yet had a fair opportunity to distinguish themselves, except for patient endurance.

Col. George J. Stannard was promoted Brigadier General of Volunteers, April 8, 1863, and Lieut. Col. Dudley K. Andros was appointed Colonel, Major Edwin S. Stowell was appointed Lieut. Colonel, and Capt. Edward H. Ripley, of Co. B, was appointed Major. Lieut. Col. Stowell resigned May 11, 1863, and Major Ripley was appointed Lieut. Colonel. Colonel Andros resigned May 22, 1863, and Lieut. Col. Ripley was appointed Colonel, Captain Valentine G. Barney, of Company A, was appointed Lieut. Colonel, and Capt. Charles Jarvis, of Company D, was appointed Major.
